The Speech of Ibn al-Ḥāj (d. 737h) Regarding Reciting the Qurʾān in Unison Before Jumuʿah Prayer1

“It is obligatory upon him (i.e. the ruler) to prohibit recitation of tenths of the Qurʾān, or other units, out loud (i.e. in unison) whilst the people wait for the commencement of Jumuʿah prayer, or any other obligatory prayers. This is due to the fact that this is something the Prophet (صلى الله عليه وسلم) prohibited with his statement, ‘Do not vie with one another in reciting the Qurʾān aloud.’

One should not assume that this is censuring recitation of the Qurʾān in the absolute sense. Rather, reciting the Qurʾān is something recommended, with the condition that it is free from disturbing others (due to everyone reciting aloud), such as those that are praying, remembering Allāh, reciting, contemplating, and anyone else who is engaged in worship.”
